Hijman van Kleef was voor de oorlog links-socialist. Hij was achtereenvolgens lid van de AJC, het Socialisties Jeugdverbond en de Bond van Revolutionaire Socialisten. Hij was familie van Rosetta van Kleef (1891-1942) die met de vader van het SJV-lid Sal van Dam trouwde.
